A model for designing the structure of information system for developing the medical tourism

  Abstract 

Background: Medical tourism occurs when a person decides to travel for treatment between international borders. People in the past traveled to developed countries. In recent years, medical tourism has changed in the developed countries. Materials and Methods: As regards to the medical tourism studied and website and structure of provision of health services in our country, the below structure can be suggested for enjoyment of university professors in the provision of service of medical tourism as well as for good interaction with tourism organization and ministry of foreign affairs. Result: Today, medical tourism is a developing industry in the world, that allocates great turnover to self. Iran has potential to optimize the use of this chance. It is necessary for developing medical tourism to use the information system-based web for introducing the services and communication between service provider and customer and in order to ensure that the system has maximum efficiency that is involved among the different organizations. In this article, we have provided the logical data structure. Conclusion: Certainly one of the ways to achieve the goals of medical tourism and its economic benefits, facilitate easy and efficient communication strategies that lead to customers (tourists) and managers and service providers to be. Thus one of the important tasks is to create a web-based information systems which require suitable modeling and architecture.

  Introduction Top


Medical tourism occur when a person decides to travel beyond the boundaries with the purpose of medicine. These travels can be long-distance and intercontinental. [1]

Global map of target countries in medical tourism include Asia (India, Malaysia, Singapore and Thailand), South Africa, South America and Central (Brazil, Costa Rica, Cuba and Mexico), Middle-east (specially Dubai) and some European countries (Scandinavia, Central Europe and southern Mediterranean countries). [2],[3]

All medical tourism consumers depart for the services by using the health care-updated sevices with proper care after treatment and as well as avoiding the waiting list for treatment. [4]

Today medical tourism is a global industry with a range of intermediaries, health care providers, insurers and web creators. The key note in the medical tourism is the framework that is obtained from the internet for accessing the health care information. Also internet makes an important highway for offering the health care servicesfor the non-local markets to recieve. The heart of medical tourism lies in commercialization that depends on accessing the reference-based web for consumer services till preparation of the information to them and connecting them to the service providers and intermediaries. [5],[6]

The medical tourism websites can be divided into several categories. Some groups try to introduce the target of medical tourim to different countries and allow people to search the health care providers around the world and show the comparison of costs such as www.medicaltourismco.com. [7]

Some groups try to introduce health services in special area such as www.healthtourisminasia.com

Often site try to introduce the health and treatment services in special countries that these systems usually focus as a part of external economy and they get support by a part of governmental organizations such as www.ivfinfo.net

Often sites are axis of treatment and show the information around special treatment, such as www.ivfinfo.net

Some information systems-based web are state and when created, that government become responsible for medical tourism developing, such as www.singaporemedicine.com

Some sites are created by some of the health care provider that are activated in the shape of time, such as www.ivfinfo.net

Some sites are created by specialists and show the community information. Some sites are created by the medical tourism user and they share their experience for using the medical tourism. [8],[9]

Operation of all systems-based web is introduction of the services to the consumers. That can be the way of medical information, as well as connect the consumers with provider and obtain the assess service. [1],[10]

Importance

As regards Iran is powerful in obtaining diagnostic medical services in the different specialties and also having wellness tourist attractions like hot springs. It has potential in the tourist attractions field and should be mentioned with regards to the current currency conditions; medical tourism countries can act well to attract currency for country. For example, Jordan can gets 500 million dollars annually from tourists. [5],[ 11]

As regards to the low cost of treatment in IRAN that european countries if the medical services introduce well, can attract tourists from the european countries.


  Materials and Methods Top


Some universities of medical sciences and also some private hospitals and some medical groups have created the medical tourism system. Ofcourse the efficiency of these systems is as low as the statistics in IRAN. In one of the studies in Shiraz in the hospitals that have active medical tourism, and accept patients from Persian Gulf countries obtain that Persian Gulf countries' patients and welcome the service because of being Muslim and be close to Iranian culture. But they rarely get their information from medical tourism system.

As regards to the medical tourism studied and website and structure of provision of health services in our country, the below structure can be suggested for enjoyment of university professors in the provision of service of medical tourism as well as for good interaction with tourism organization and ministry of foreign affairs. [12]

2-1 suggested structure and workflow

This system acts between ministry of health and medical education, department of state, insurance agencies and organizations tourism and cultural heritage.

First, Ministry of health have to determine and introduce the hospitals that have the international necessary standard for health care provision, obviously, the count of these hospital is not more treatment in IRAN. The tourism organizations function to introduce these hospitals and hot spring and marketing services. Also these organizations can offer the service to the health tourism with the airplane ticket catering and introducing the airlines and arrivals to the country, hotel reservations for the patient and his.

Ministry of foreign affairs should consider the facilitatation of export of special visas for health tourists that they can sent their request from the system and issuance of such special visas for health tourists. Insurance agencies have to insure the patients and himself. These agencies have to report to the Ministry of health about the count and provision services and which hospital they are in.

According to the top explanation, we can divide the system to the subsystem and determine the user and border of one and then from the collecting these system can be made to receive to the overall system [Figure 1].

Approve hotels and contracts with tourism organization for provision services to the health tourists that surely will be the best and quality hotels in the town and allow them to access the system with the password for introducing and marketing their system.

Approved airline and aviation agencies that can access the system like hotels [Figure 2].

Person who would be responsible to work with system and to report to the ministry the count of the admitted foreign patients and provide the services to them.

Person who would be responsible for giving the reports from hospitals and analyse them as well as connecting to tourism organization for introducing hospital, has standards for accepting the patient [Figure 4].

Insurance agencies personnel is responsible for working with system and insures the tourists who entered the country [Figure 5].

  Result and Discussion Top


Today, medical tourism is a developing industry in the world, that allocates great turnover to self. Iran has potential to optimize the use of this chance.
